North Carolina prohibits retail sale of raw milk as food, which leaves two legal routes for buying it. Farms may sell raw milk labeled "not for human consumption," which is why you will see the words pet milk on every jug in this list. Residents may also join a herdshare, an ownership arrangement where you buy a share of the herd and receive milk from animals you partly own.
The 2025 Farm Act, Senate Bill 639, originally contained language that would have ended herdshares in the state. That provision was pulled after sustained public pressure from farm customers and small dairies. Pet milk sales have also been discussed in committee during recent sessions.
